On October 1, 2020, Amarillo Police Department (APD) officers conducted surveillance at the residence of Chandler Smith, located at 4008 Ross Street. A vehicle registered to Chandler Smith pulled into the driveway. A Ford Crown Victoria pulled into the driveway a short time later. The Ford Crown Victoria left the residence and was followed by officers. A traffic stop was conducted on the vehicle, and the driver was identified as Davonta Traveil Dion Carter. Carter was placed under arrest for city warrants.

Officers asked Carter for consent to search the vehicle. Carter gave consent. During a search of the vehicle, officers located one-quarter pound of bulk marihuana and 25 THC products under the spare tire.

Officers read Carter his Miranda warnings. Carter waived his rights and agreed to make a statement. Carter admitted to selling bulk marihuana and THC products in Plainview, Texas. Carter stated that he obtains the marihuana and products in Amarillo. Carter admitted that he has been distributing marihuana for the last four
years.
