Kenneth Scott Green, 22, was shot and killed by Randall county Sheriff's deputy Marcos Fabela August 13 following a car and foot chase.

Green, who was unarmed, advanced on Fabela who was backed against an embankment and had nowhere to go before he fired his weapon, police said.

A Randall county grand jury took no action against Fabela.
