On October 22, 2018, agents with the Texas Department of Public Safety (DPS) conducted surveillance of a residence located at 1709 S. Roosevelt Street, Amarillo, Texas. Joseph Leonard Lucas was observed walking out of the residence carrying a black box. DPS agents followed Lucas on his motorcycle. A traffic stop was conducted after Lucas committed a traffic offense. During the traffic stop, Lucas consented to a search of his person. During the search, a small bag of marijuana and a small bag of methamphetamine were located on his person.

Lucas was arrested, and a search of the motorcycle was conducted. The black box was located in one of the saddle bags. Officers located a bag of suspected methamphetamine inside the black box.

Lucas was arrested on state narcotics charges on October 22, 2018 and remained in state custody until he was transferred into federal custody on March 19, 2020.
