Garrison was the driver of a borrowed Chevrolet Cavalier that struck Melissa Rico, 29, and Myra Rico, 2, of Roswell, N.M., on March 18 on an Interstate 27 access road, just south of McCormick, investigators said. The indictment alleges Garrison left the scene without rendering aid, Farren said.

Deputies arrived on the scene about 2:28 a.m., Farren said. A justice of the peace pronounced Melissa Rico dead at the scene. An ambulance transported Myra to Northwest Texas Hospital with life-threatening injuries. Myra suffered a skull fracture and the bone was putting pressure on her brain, Farren said.
