  1. On February 2, 2018 Amarillo HIDTA executed a narcotics search warrant at the address of 2001 Teckla, Amarillo, Potter County, Texas, which is known to be the residence of Charles Dwyane Cook through a records check and surveillance. During the search warrant approximately one pound of a white crystal substance that had the appearance and consistency of methamphetamine was located inside the residence. This amount of methamphetamine is consistent with trafficking, as opposed to someone's personal use. Also located at the residence were several empty packages consistent in size and shape with narcotics trafficking, along with several pieces of drug paraphernalia. This type of packaging is consistent with the transportation and distribution of large amounts of narcotics. Along with the other items located inside the residence were firearms, including 2 rifles and 1 pistol. The pistol was located close to approximately one ounce of suspected methamphetamine. Charles Dwyane Cook is a convicted felon.

  2. During the search warrant a Texas Department of Public Safety canine was utilized to conduct free air sniff of the vehicles parked outside the residence in the driveway of the residence. A positive canine alert for the presence of narcotics occurred on a black 2017 Ford F-350 registered to Donald Schafer. During the search of the black 2017 Ford F-350 approximately four pounds of white crystal substance that had the appearance and consistency of methamphetamine was located inside the vehicle under the back seat in a locked factory compartment. Also located inside the vehicle were two pistols located inside luggage and they were wrapped in male clothing. Donald Schafer is a convicted felon.

  3. DEA TFO Randy Mincher interviewed Charles Dwyane Cook after reading him his Miranda warnings. Cook agreed to waive his rights and speak with agents. During the interview, Cook admitted that he lived at 2001 Teckla, Amarillo, Texas. Cook admitted that he had "an ounce" of methamphetamine inside the residence. Cook also claimed ownership of the pistol found in the residence and some of the paraphernalia.

  4. DEA FO William Brown interviewed Donald Arthur Schafer after reading him his Miranda warnings. Schafer agreed to waive his rights and speak with agents. During the interview, Schafer admitted that the 2017 Ford F-350 was his truck, and that he had recently purchased it. Schafer admitted to coming to Amarillo from Las Vegas, Nevada. Schafer claimed that the two pistols located in his luggage belonged to his wife. When asked about the large amount of methamphetamine found in his pickup, Schafer stated that he knew the methamphetamine appeared there after he left Las Vegas, but that he did not know how the methamphetamine got there.
